Cactus Code Thorn Time

Thorn Time sets the timestep for an evolution. Currently it
uses a simple Courant condition with speed one. That is

cctk_delta_time = dtfac * min(cctk_delta_space)

This thorn is based on the Time thorn in CactusBase and is modified for Maxwell.
