Cactus Code Thorn Notify

Purpose of the thorn:
	Notify sends users messages at specified times in the execution.
In its initial implementation, the thorn send only email messages at specified 
iterations and/or times in the execution.  Eventually other delivery methods
are expected to be added and other functionality including an iterface to
other thorns allowing them to send information as desired by their authors.
